The technical teams were agglutinated into ten transversal thematic areas, which cover interrelated subjects subjected to the three thematic nuclei, ensuring proper coverage of the economic, social and environmental vectors.

The ten established thematic areas present specific guidelines, with supra-sectorial characteristic with trans-disciplinary focus, aiming a transversal integration among the traditional areas of sectorial acts, relating them among themselves and merging central matters for the Metropolitan Plan. These areas assemble priority subjects listed isolated in the Reference Term, which guided the proposal and were debated during the construction of the PDDI.
