The execution of the proposals for restructuration and sustainable development of the RMBH presented in the Metropolitan Plan will depend on each municipality’s political decision and the available resources they have, due to the autonomy of each federated entity. It will also depend on the cooperation among the many organizations and power instances governing the region.

To optimize the political willingness for joining the Plan and to finance the required resources, the elaboration of sustainable and integrate development proposals include an institutional “sewing” of all the actors involved in the decision-making and execution processes. The goal of this articulation is to allow actions of regional focus, without reducing the municipal autonomy.

The institutional sewing involves two proposals: Policy to Promote the Cooperative Development of the RMBH’s Municipalities and Policy for Modernization and Actualization of the Fiscal Structure and the RMBH Municipalities’ Planning. The institutional dimension also pervade other policies of the Plan.
